美国参议员 Elizabeth Warren 和众议员 Mondaire Jones 提出了 The Prohibiting Anticompetitive Mergers Act (PAMA)法案，事实上禁止科技公司的大型并购。PAMA 寻求禁止的并购包括价值超过 50 亿美元，为雇主提供超过四分之一的市场份额，为卖家提供超过三分之一的市场份额。法案还将提供反垄断监管机构更多权力去终止和审查并购案。监管机构可以直接拒绝并购案，不需要法庭命令。监管机构可以禁止过去十年违反反垄断法的公司进行并购，或者重新审查过去的并购，比如 Meta/Facebook 对 Instagram 和 WhatsApp 并购。PAMA 可以解除交易强迫让 Instagram 和 WhatsApp 独立运营。
