service manager Job Service - Mailer---not working

Hello 

see attached 

i'm trying to define the Service manager  with EMAIL 

But it's not working 

i'not getting Email ( only getting internal Massage ) 

also it's not let me to test ??
i can't choose  data base 

Please help
