How to increase minimum fan speed where my MacBook Pro never go below ?

Hello,

The MacBook Pro 2014 have a minimum fan speed around 2000 rpm. I want to increase this minimum speed to 3000 rpm.
I want my mac never go below this limit.
I specify that I dont want to block fan at this speed. If my mac heats up, it has to go over 3000 rpm.
I think 3000 rpm minium can prolong its life. The noise at 3000 rpm does not bother me.

I want to do this without buying software like Macs Fan Control.

There is a way to do this by cmd / terminal ?

The free version of MacsFanControl will let you do that. (Set fan to "Constant RPM". Fan will still go higher, but never lower.)

Please explain, why you think, that this will prolong the life of your computer.
Please explain, how you plan to deal with the extra dust that gets sucked into your computer.

FALSE and DANGEROUS. I test just now. I put 3000 rpm constant. I play video in 4K. Temperature go to 95°C !!! And fans NEVER go over 3000 rpm. So constant option is truely constant.
Dangerous !

Just after I switch from "constant" to "automatic" : fan go instantly to 6000 rpm during 3 minutes to cool my MacBook !

"Constant" is a dangerous option if you don't put to the max.

Although not free, another alternative is iStat Menus ($14 USD) where you can set custom fan rules like: [if any temperature above 10°C then 3000 rpm].
It does only allow for higher speeds than the SMC would set. So you are always on the safe side. Never has it failed on me.

EDIT: For some models (MP4,1 / 5,1) iStat can unlock lower minimum fan speeds than intended by the SMC but only as long as the temperature allows it.

I wouldn't word it that harshly. I can't assess the long term benefit but I get OPs intent:
1. Apples Laptops are known for prioritizing noise floor over temperatures as long as possible
2. Cooler temperatures are known to prolong the longevity of electronics (Additional wear of the fan aside)
