I had this same problem, but I was able to get it to work. The trick is getting it to stay off long enough to use the vol up + vol down combination to enter edl mode. I pressed start on the msm tool, then fooled around with it for awhile, using the vol up + power to shut it down and then immediately using the combination to enter edl mode, and eventually it was detected by msm. It's just really finicky

Had tried holding down power to ensure it was off several times and either Vol up or Vol down with power did nothing and it continued to boot loop.
However thanks to you holding Vol up + Vol down + power got me into fastboot weirdly
I used fastboot set_active other (Thanks YehoshuaLee)
Phone booted into system.

Was seconds away from buying a Pixel 6, had already sent an email about getting an RMA to the retailer I bought the 8T from.
