自主开发档案管理系统可能要用到哪些开发软件？

在做项目预算，但对这一块了解有限，所以想请教一下。可能会有 MS Visio 、PowerDesigner 、MS Project 之类的？这几款授权价格也不便宜我看。大概是个中小量级吧，扩展性强一些，有个大概的软件清单就好，谢谢诸位！～～

包括联网对外查询浏览什么的，内部就是入库上传文件那种一系列功能。
