神奇的问题 PVE windows 虚拟机外网下载带宽 + 内网 SMB 传输带宽叠加跑不满千兆？

现在我有这么个神奇的问题：
-
PVE 上有 Windows Server 2019，我还有 Windows LTSC 2019 系统的笔记本。
-
不论何时 CPU 与硬盘都未满载，PVE 母机资源足够，网卡 VirtIO ( 半虚拟化 ) 已开。
-
不论何时，PVE 上 Windows 虚拟机的 qBittorrent 下载宽带总能跑满 300M 。
-
qBittorrent 未下载时，笔记本连到 PVE 上的 Windows 虚拟机基本能满千兆内网 SMB ( 平均速度 80 m/s 左右 )。
-
qBittorrent 下载时，不论宽带跑没跑满，笔记本连到 PVE 上的 Windows 虚拟机之后内网 SMB 只能跑 10m/s 以内。
求有经验的老哥帮忙分析分析怎么回事。
