新西兰外交部的答复是：As a general rule, if you require assistance whilst you are travelling the embassy of the country whose passport you are travelling on will assist you. If you are travelling on a Chinese passport you would seek assistance from the Chinese Embassy.
所以我觉得，您的描述并不合适，因为其实新西兰作为一个外交影响力极其有限的国家，不太可能提供给非公民外交保护。
