《华尔街日报》援引知情人士的消息报道，特斯拉与上海市政府达成协议，将在上海自贸区建造一家全资工厂。此举可能有助于该公司获得中国快速增长的电动汽车市场的认可。该协议可能有助于特斯拉大幅削减生产成本，不过可能仍需缴纳 25% 的进口税。根据现行规定，特斯拉在自贸区内生产的汽车仍要算作进口货物，需缴纳关税。这是外国汽车生产商在华达成的首个此类协议。知情人士称，眼下特斯拉正与上海市政府磋商该交易的宣布时机等细节内容。中国政府计划到 2025 年实现电动车销量 700 万辆，去年销量为 35.1 万辆。
