据路透社北京时间10月23日报道，当地时间星期日，特斯拉重申在与上海市政府洽谈建厂事宜，预计年底前就建厂计划达成协议，但没有就有关双方已经达成协议的媒体报道发表评论。中国对进口汽车征收25%的关税，而且根据中国法律法规，外国汽车厂商不能在中国独资建厂。对于不愿意牺牲公司独立性或知识产权的特斯拉来说，这些法律法规不利于它在中国扩大业务。
