使用场景邮件仲裁，即邮件的审批功能，邮件发给目标收件人之前，必须经过某个用户（比如审计人员或经理）的审批后，才能继续投递。配置传输规则仲裁，比通讯组仲裁更加灵活，可以针对单一用户、通讯组等进行设置。传输规则不建议配置太多，否则会影响传输性能。案例：用户zengchuixin101给user3发送邮件时，必须经过administrator的仲裁才可以。打开exchange管理中心，选择“邮件流”，“
