How can I get default view be 'Icon' rather than "columns" when I upload a file?

In Finder, press the keyboard shortcut combination: Command + J. You'll see the settings for Finder windows there.

All finder windows are set to icon view; it changes back to column when I want to upload a file. Chrome does not do this, either. This is Safari behavior.

Oh that's weird! I cannot replicate it in Safari.

Safari went back to showing icon view----now it's back to column view. HOW do I get this behavior to stop?
