驾驶证迁入外地期间，还能开车吗，算无证驾驶吗？

背景是这样的，我是在安徽拿的驾驶证，现在在上海工作。
然后在 12123 上备案非本人车辆，备案了一个公司牌照的车，备案成功。
但是我在 12123 上点击 [违法处理] - [查询] 时发现，只有一个 [安徽 0 ] 的列表。
所以产生了两个疑问
1:是不是，我外地的驾照，12123 绑定上海的牌照的车，在上海驾驶，如果产生了违章，是不是 12123 上不会有提示，只能线下去交管所处理？
还是说，之所以现在没显示，是因为我并没有违法。
2:如果是的话，我就打算在 12123 上自助将驾驶证迁入上海，我看手续简单，但是不知道需要多久能收到新驾驶证，我网上搜了下，迁入等新证的期间，不能开车，否则算无证驾驶，实际我原来的驾驶证还在身边
不知道有没有知道的 v 友解答下，不胜感激！
