Simply speaking, if components with OEL for the particular country are present, print their OELs. It's pretty much straightforward.

no clue what you are looking for. We have these types of customers
a.) those who use content (and get WWI template etc.9 and need not to take care
b.) and those who solve the topic not using content
Just do it (either buy content or do it by your own); it is very simple.
