How to convert Adobe Interactive Forms to Adobe Forms service (with Fragments/OData)?

We have a number of Adobe Interactive Forms developed using transaction SFP which we would like to convert to Adobe Forms with Fragments + OData service, so that can be is used by S/4HANA output control.
Is there a tool that will do this (or at least get us some of the way there?
