New regions supported in GCE

Support has been added for some new regions in GCE: Los Angeles, Netherlands, Hong Kong and
Montréal, Canada.
Following GCE regions are added into CloudKarafka:
- google-compute-engine::us-west2 (Los Angeles)
- google-compute-engine::europe-west4 (Netherlands)
- google-compute-engine::asia-east2 (Hong Kong)
- google-compute-engine::northamerica-northeast1 (Montréal, Canada)
You can find all the current and all the new regions in the dropdown menu in the control panel for your account.
