关于 Cloudflare Workers 的一个问题

今天看 Cloudflare Workers 的文档，里面提到它的FetchAPI必须要在requestContext存在的前提下使用，也就是说只有在对这个 Worker 的请求（FetchEvent）的处理函数里才能发起对其他 URL 的请求。。。而 Cron Trigger 触发的是不行的。

也就是说，它不能主动发起一个对外的请求？

如果是这样，原因是什么呢？其他云提供的类似服务也有如此的限制么？
