以色列证券管理局（ISA）近日发布文件裁定，公司发行的公用事业代币是证券，因此不能归类为资产。据悉，在以色列区块链安全公司Kirobo试图说服监管机构其计划的代币发行并不等于证券发行后，ISA做出了这一决定。该监管机构补充说，有可能会有投资者出于金融目的而购买代币，并预期其价值将上升，这是证券投资的特征。（Bitcoin.com）
