iPad Problem - iPad 4 charging varies by situation

Hello everyone,

First excuse me for the English of Google Dictionary. I have a very challenging problem and I ask for your help. I got an iPad 4 that did not turn on. It was most natural to try to replace a battery and so I did. The device then turns on and is shown to be working, but does not charge. Presumably the previous battery was replaced in vain but that does not matter.

I bought a used board that was tested before shipment but still has a problem with loading. I bought a charging port but it was not working properly, anyway I do not think it is related. What's weird is: when the device is off the charge is 2A and that's great. When the device is on with the screen on, the charge is 0.9A, while as soon as the screen is turned off (the device is still on) the charge drops to 0A.

I returned the previous board and the problem also exists there (i.e. I just bought a board). I disconnected the screen and the problem still exists, I disconnected the external touch screen and there is still a problem. I disconnected the power button connector and the problem still exists. I replaced different chargers and cables. Can't figure out what caused it. no idea what to do. Please your help please.
