海南省临高籍男子在捕鱼作业时，因渔网钩挂光缆，私自切割海底光缆致光缆中断。近日，海口市美兰区人民法院对此案作出一审判决，以破坏公用电信设施罪判处被告人羊某有期徒刑七年；责令其赔偿中国电信海南分公司维修费、打捞费等共计人民币268.6万元；扣押在案的渔船1艘、导航设备2台，待其退赔被害单位经济损失后返还。
