优化招工程师的性价比

公司里有所谓的10x工程师能比普通工程师高效10倍以上，但公司其实不用付10倍的工资，不到2倍就够了。但公司运营中还有一些变量要考虑，所以一个劲的招10x工程师也不总是最划算的。

工程师在工作中有很多沟通管理上的 overhead，多数时间其实都不是在写代码；一天工作8小时，有一两小时特别高效能达到时薪$1000，有几个小时特别低效或者在做完全没有技术含量的时薪$10的活。公司（资本家）如何优化管理让工程师尽量去做价值$1000/小时的活？
