If PHP introduced a "high assurance" mode that required common best-practices, with tighter error handling and stricter controls over implicit behaviour... that mode should be...

Opt In (Traditional) - Each file would start in backwards compatibility mode, but could use a declare statement to activate high assurance mode for the rest of its code.
Opt Out (Default High Assurance) - Each file would assume high assurance mode unless the programmer has declared that they want to use the backwards compatibility layer.
