工信部在发布会上表示，为了维护公平有序的市场秩序，促进行业的健康发展，工信部专门制定了跨境开展经营电信业务活动的规定，规范的对象是未经电信主管部门批准，无国际通信业务经营资质的企业或个人租用专线或VPN违规开展业务。相关规定不会影响国内国外
