【济南实行“养狗计分制”，百余违规犬主扣满12分进学习班】查处犬只扰民、遛狗不拴绳、不携带犬证犬牌等行为民警将对犬主进行警告、罚款及扣分，扣满12分的犬主将被暂时没收犬只，到指定地点学习相关养犬法规，考试合格后方可领回犬只。
