综合社交网络的消息，外网访问发生严重的间歇性故障，不同 ISP 的访问情况存在差异，有的网站这个 ISP 可以访问，另一个 ISP 却无法访问；或者同一个 ISP，一个网站有时候可以访问有时候却无法访问，大多数情况下是无法访问。以 Steam 为例，用户用客户端访问网站再次出现 -118 错误；著名《科学》期刊的网站无法访问，北京 reddit 用户发帖称网站间歇性可以访问。中国 ISP 可能在测试白名单，不只是端口而是所有域名。
