I wonder if this policy extends to ATT mvno's.

It will eventually. Some like H2o and Red Pocket GSMA already have varying degrees of enforcement, others like Straight Talk haven't done much. Since AT&T inked a deal to use T-Mobile's 3G network until they shut it down next month the MVNOs have been taking their time and shutting people off in blocks to spread out the demand on customer service. Red Pocket and H2o were still having crazy hold times regardless because of it last I heard.

This just further affirms the need to be able to spoof your phone's imei. It's bs how providers keep forcing people into their hardware.

I know the paid xprivacy can do this on a rooted phone with regards to apps checking the imei. Not sure if it can also report a spoofed imei to carriers, as I've never needed to spoof mine.

I have an HTC 10 with S-OFF and changed my IMEI to test this. AT&T's network still refused to provision VoLTE when it was using my Pixel 3 XL's IMEI that's whitelisted. They must have other ways of figuring this stuff out.

Did you also change the device's fingerprint using props config?
