今年3月初，老家在河北邯郸的消费者王希彬在北京移动营业厅办理“全球通”入网业务时被告知，外地户籍人士需预存500元话费，且此预存款不能退。作为律师的王希彬认为中国移动北京公司（下称北京移动）的做法区别对待外地户籍人士，于是他一纸诉状将北京移动告到了法院，要求确认北京移动具有滥用市场支配地位的行为。
