Magic was a pre-order exclusive, but all those who got it are long gone.
There are many possible scenarios under which magic used to be (and/or still is) real.
If you've read the Magicians trilogy, there's something akin to OP's scenario going on.

Kid, I've flown from one side of this galaxy to the other. I've seen a lot of strange stuff, but I've never seen anything to make me believe there's one all-powerful force controlling everything. There's no mystical energy field that controls my destiny.
Imagine a world like with Bioshock magic casting fire balls and crap.
