据财新，铁路局改革已于本月初启动，更名将于今年11月底前完成，铁路局将改制为中铁总独资公司，明年起全面按照新机制运行。改革仍坚持中铁总对铁路运输统一调度指挥，仍保持“总公司—铁路局—基层站段”三级运输管理架构。
