Definitely a bug, which you should report to Apple ASAP (https://bugreport.apple.com). Interestingly enough, I have several apps that have access to Photos and Waterlogue is the only one that still seems to have access after I revoked it's permission, so they must be doing something non-standard (still an OS bug that Apple needs to fix, but most likely the app is doing something they shouldn't be).
