严格控制城市规模。以资源环境承载能力为硬约束，切实减重、减负、减量发展，实施人口规模、建设规模双控，倒逼发展方式转变、产业结构转型升级、城市功能优化调整。到2020年常住人口规模控制在2300万人以内，2020年以后长期稳定在这一水平。
