How do I switch data use from sim1 to sim2? I can't find sim manager to change from network to network.
Go to sim settings and enable mobile data for the card you want 🙂 (it should be right above roaming option)

I am not able to change the sim to use data on another one.

I found it. I had to type in Sims in the search field in settings and it came up.

There is one UI 3.1, how do I install recovery now, the phone is completely stock, can you help? And does under-screen fingerprint work?

Yes it does, as mentioned in first post.
Unlock bootloader (plenty of tutorials on google) -> flash downloaded recovery with odin using AP button -> follow the rest of install guide in first post

Do we have to put the rom file on the sd card? Can't it stay in the home directory?

It can be either on a microSD card, a pendrive through OTG adapter, or applied directly over usb from a PC
