I guess it will also use TWRP recovery to install it. (because it's only supported one)

I find this tutorial work, but it requires some workaround.
"adb root" will not work. You will need "adb shell" to remount /system.

After copied you will need to fix copied file permission.
/system don't have enough disk for pico. You will need to remove something.

In my case, its PW2. I don't think it has enough ram to run it.

You can directly copy the gapps files in the system/priv-app because you have su.

Regarding Gapps:
Firstly, I suggest you directly sideload apks because Android 4.4 is ancient and apps are phasing out support. This system was built back in 2017. Technically some drivers only officially supported android 4.0 (hence, these drivers have bugs and issues)
The current supporters Ygjsz and Molly are trying to write the code for a newer kernel.

If you insist on installing Gapps, there are two issues:
the hardware of the Kinde is very bad in terms of performance and Gapps would only make it worse.
(There is currently no twrp for all devices except the Kindle 8.)
Even with TWRP, the system partition is way too small for flashing Gapps zips. Kindles do not have a lot if storage unless you want to break into your Kindle and do some precise modifications to expand the storage.
So you are left with unpacking the Gapps and putting them in the right system folders. Also do not forget to set permissions (I have heard that Miexplorer sets these automatically, but I never tried)

But again, your mileage may vary since there is not a lot if official source code for the Kindle to operate on Android and what happens is few developers who are devoted have to do the writing of the code from scratch.
