Annie and Tage write that this move “allows for the localization of applications and services” and for businesses to more quickly deploy capabilities — for example, artificial intelligence, machine learning and data analytics.
Duck, duck, goose: French food tech startup Gourmey took in $48 million of new funding to cook up its slaughter-free and lab-grown foie gras. Romain has more.
Show a little more, show a little less: Facebook is testing out a new feature with Reels to let users say how much or how little they want to see of certain things in their feed, Aisha reports.
Startups and VC
Headline included, I enjoyed Paul’s story today on Whistleblower Software, an aptly named company that took in a $3 million seed round to continue developing its product aimed at making it easier for workers to report corporate wrongdoings.
Enjoy five more:
Breaker breaker one: Ron writes that Mvmnt, a freight technology startup, is bringing some sophistication to the way shipping brokers do business. And it’s doing it with $20 million in new capital.
Supergraphs are super: GraphQL company Apollo has a new offering for enterprises to “allow businesses to integrate data from a wide variety of sources into a single supergraph that developers can then easily use in their applications,” Frederic writes.
Perfect model: IriusRisk took in $29 million to help companies automate threat modeling for apps, Kyle reports.
It’s our party — we can rebrand if we want to: Party Round is now Capital as the company looks to expand its offerings into how founders manage their finances, Natasha M writes.
Turning green is not a bad thing here: Please enjoy my story on EcoCart, which grabbed $14.5 million of new funding to tell you how you can do more sustainable shopping.

A Nigerian advertising regulator has sued Meta, accusing the owner of Facebook and WhatsApp of publishing unauthorized ads and seeking a 30 billion naira ($70 million) fine. The lawsuit filed in a local court by the Advertising Regulatory Council of Nigeria, or ARCON, is the regulator's latest action that analysts say could hurt businesses highly dependent on digital ads for their growth. Nigerian advertising laws require the regulator to approve ads based on certain criteria with the involvement of an advertising practitioner in Africa's largest economy.

GM Financial to pay over $3.5 million to resolve claims it violated U.S. law

Space billboards could cost $65M and still turn a profit
A new study suggests that a billboard-like constellation of about 50 satellites, costing $65 million all in, could shine ads to every corner of the Earth for months — and potentially make money while doing so. The study, from Russian researchers at the Skolkovo Institute of Science and Technology (Skoltech) and Moscow Institute of Physics and Technology (MIPT), presents a fairly compelling case that is bolstered by the recent controversy around SpaceX's highly visible Starlink satellites. The paper's proposal involves sending up a constellation of about 50 satellites at a 12U CubeSat volume — think about the size of a full paper grocery bag.

Samsung quarterly profit set to slump 25%, first decline in nearly three years
Samsung Electronics Co Ltd's third-quarter profit could tumble 25%, the first year-on-year decline in nearly three years, as an economic downturn saps demand for electronic devices and the chips that power them. Globally, inflation is on the rise, central banks are aggressively hiking interest rates, fears of recession are growing and uncertainty about the fallout from Russia's invasion of Ukraine is ever-present. "Being the world's top memory chip maker, top in TV and mobile OLED displays, and top in smartphone shipments, Samsung is highly sensitive to the economy, with profits easily linked to demand," said Greg Roh, head of research at Hyundai Motor Securities.
