在闻讯政府可能屏蔽俄语维基百科之后，俄罗斯人迅速行动下载一份俄语维基百科的本地备份。提供离线维基百科档案的 Kiwix项目 负责人 Stephane Coillet-Matillon 称，俄语维基百科下载量通常很少，2021 年下载流量只占总服务器流量的 2%，但 3 月份它的流量占到了 42%。2017 年土耳其屏蔽维基百科曾出现类似的情况，但这一次是另一个维度。俄罗斯现在是维基百科下载量最大的国家，此前它几乎很少进入前十，从 2 月 24 日开始它一直稳居第一。三月前十五天包含可下载俄语维基百科文章的 29GB 文件被下载了 105,889 次。俄语维基百科有大约 180 万篇文章，相比较英语维基百科有 640 万篇文章，英语维基百科带图片的档案容量有 87 GB 大小，不带图片 47 GB。
