12日晚，家住杭州的范先生在快餐店吃饭时，手机被人拿走，但报警后警方却并未跟随范先生寻找手机。13日，杭州市余杭区闲林派出所回复北京青年报记者称，范先生是在吃饭时忘拿手机，按照治安管理处罚条例，属于“遗失”而非“被盗”。
