哈啰单车北京未备案率达 98%，交通部门拟二次处罚

北京市曾在今年 5 月 13 日到 6 月 12 日对共享单车展开专项治理，哈啰出行因违规投放共享单车被处以 5 万元的顶格罚款。
据 新京报 报道，在接受处罚后，哈啰出行未按要求整改并再次进行违规投放，其共享单车未备案率高达 98%，市交通部门拟对其进行二次处罚。
报道称，截至 6 月 12 日，各企业 4 小时内传输位置信息的互联网租赁自行车总数较专项行动前提升 150%，其中哈啰、ofo 两家企业目前车辆位置信息接入量较低，不足 20%。
专项治理行动期间，车辆备案率也在检查范围内，北京市各区共扫码核查 4.5 万余辆车，北京全市未备案率达 16%，较专项行动前未发生明显变化。而未备案率高的主要原因是哈啰出行未备案车辆过多，仅专项行动期间就核查出哈啰出行未备案车辆达 5960 辆，未备案率高达 98%。
