华为5月18日向全球客户发了一封信，其中写道，华为反对美国商务部工业与安全局（BIS）的决定，并表示华为已经建立了一整套严密有效的业务连续性管理体系，可以确保华为绝大部分产品在极端情况下继续服务客户。在信中，华为称，将立即就此事需求救济和解决方案，采取一切积极措施，降低此事件的影响。5
